WHY DO I NEED ENGINEERING CONSULTING SERVICES?

There are several reasons for engineering consulting services. One example would be if you want to build a project from the ground up and need help with any of the following: land purchase, design, obtaining all necessary permits, finding a quality contractor, expert construction supervision, and obtaining an occupancy permit. Other examples would be if you have already started a project and need help in just one of the above areas. We can manage the project from start to finish, but also take on one or some of the roles in the project life cycle.

WHEN DO I NEED A SUPERVISOR ENGINEER?

A supervising engineer is required by law whenever a building is constructed or any construction work is carried out that requires the issuance of a building or occupancy permit. From 01.01.2023. Croatia switched to an e-construction diary that can only be opened by a supervising engineer. Without an e-log, you cannot register the construction site or get a use permit after the construction is completed, so the building cannot be used. A good supervising engineer often makes the difference between a successful project and a failed one.

WHAT IS THE ROLE OF THE SUPERVISORY ENGINEER?

A supervising engineer is a person who, according to a special law, has the right to use the professional title of certified architect or certified engineer and performs professional construction supervision on behalf of the investor. He cannot be an employee of the contractor.

The supervising engineer is obliged to carry out expert construction supervision:
• supervise construction in accordance with GD (Building Permit), GP (Construction Project), ZOG (Construction Act), special regulations and rules of the profession
• determine whether the contractor and the person responsible for construction or individual works meet the prescribed conditions
• determine whether the staking of the building was carried out by an authorized person
• determine the implementation of control tests of individual parts of the building in order to check, or prove the fulfillment of the basic requirements for the building and/or other requirements, or conditions prescribed by the GP or the report on the completed project control and inspection obligations regarding construction products
• inform the investor without delay about all deficiencies, i.e. irregularities observed in the main project and during construction, and inform the investor and the construction inspection and other inspections about the measures taken.
• create a final report on the performance of the building

The supervising engineer is obliged to determine the method of eliminating defects, that is, irregularities in the construction of the building, when there is a need for it. This is especially so if:
• documentation has not proven the conformity, that is, the quality of the built-in facilities, products, equipment and/or plants
• The contractor/responsible person who manages the construction or individual works of ZOG does not meet the prescribed conditions
• the staking of the building was not carried out by an authorized person
The implementation of tasks and the method of eliminating defects, i.e. irregularities, are recorded in the construction diary.

WHEN DO I NEED AN HEALTHSAFETY COORDINATOR FOR MY PROJECT?

The investor is obliged by law to appoint the Health and Safety Coordinator 1 and 2 in the design and construction phase for each project that will require two or more construction contractors.

WHAT IS THE ROLE OF THE HEALTH AND SAFETY COORDINATOR 1 AND 2?

The occupational safety coordinator 1 during the development of the project is obliged to:
• Coordinate the application of general principles of occupational safety and occupational safety rules during design
• Draw up or have a work execution plan drawn up, taking into account the rules that apply at the individual work site, taking into account all actions performed at the work site, which must also contain special measures if work at the work site is a dangerous job


The occupational safety coordinator 2 during construction is obliged to:
• Coordinate the application of general principles of occupational safety when making decisions about deadlines and essential measures during the planning and execution of individual phases of work, which are carried out simultaneously or consecutively.
• Coordinate the implementation of certain procedures so that employers and other persons consistently apply the general principles of occupational safety and perform tasks in accordance with the work execution plan.
• Perform or have performed the necessary adjustments to the work execution plan and documentation with all changes on the construction site
• Ensure cooperation and mutual information of all contractors and their worker representatives
• Check whether work procedures are carried out in a safe manner and coordinate prescribed activities
• Organize that only persons who are employed there and who have permission to enter the construction site have access to the construction site.

WHAT DESIGN SERVICES DOES ONIKS PROJEKT OFFER?

As part of designing, we offer the following services:

  • Creation of the main project (for obtaining approval for the main project or building permits)

CAN I BUILD WITHOUT A BUILDING PERMIT?

In principle no, any building or construction work must have the appropriate permits before construction can begin. We say in principle because there are special cases that can be exceptions.
